line-height: 107%;\">Residents call for action to stem<br \/>\ntide of water, development woes<o:p><\/o:p><\/span><\/b><\/div>\n<div>\n<i><span style=\"line-height: 107%;\"><span style=\"font-size: x-small;\">By Fred Progner and Ron Forster,<br \/>\nMembers, Escondido Neighbors United and residents of southwest Escondido.<\/span><span style=\"font-size: 12pt;\"><o:p><\/o:p><\/span><\/span><\/i><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\"><br \/><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\">We live in a beautiful rural, oak-studded neighborhood near Felicita<br \/>\nPark in North County.&nbsp; But, pollution and<br \/>\ndevelopment threaten our area and we aren\u2019t getting help from local and state<br \/>\ngovernment.<o:p><\/o:p><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\"><br \/><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\">We are<br \/>\nstruggling to stop the flow of legacy pollution from the Chatham Barrel Yard, a<br \/>\nState \u2018superfund\u2019 site, first discovered over 30 years ago.&nbsp; Industrial waste from Chatham has contaminated<br \/>\ngroundwater and plumes now extend over a mile from the original dump site.&nbsp; Plumes have traveled under many properties<br \/>\nand contaminated local irrigation wells.&nbsp;<br \/>\nIf it keeps going, it could reach Lake Hodges, an emergency water supply<br \/>\nreservoir.<o:p><\/o:p><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\"><br \/><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\">Also, Oak<br \/>\nCreek, a gated housing development proposed on farmland adjacent to Felicita<br \/>\nPark will soon be voted on by Escondido City Council.&nbsp; It turns out Oak Creek is not good for oaks<br \/>\nor creeks or us.&nbsp;&nbsp; The proposal will<br \/>\ncause the destruction of hundreds of native oak trees and the dense development<br \/>\nfootprint adds to threats of erosion and runoff downstream where impacts are<br \/>\nalready severe.&nbsp; County Parks<br \/>\nDepartment\u2019s concerns about potential impacts to Felicita Park have yet to be<br \/>\naddressed.&nbsp;&nbsp;&nbsp; <o:p><\/o:p><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\"><br \/><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\">Also<br \/>\ntroubling is that past sampling shows the Chatham plumes are under about a<br \/>\nthird of the Oak Creek site.&nbsp; However,<br \/>\nconditions cannot be fully known because the property owner refused access to<br \/>\ntechnical consultants for scheduled testing of wells on-site.&nbsp; One of the wells has measured multiple<br \/>\ncontaminants in the past so needs to be tested.&nbsp;<br \/>\nSoil vapors and groundwater pollution were measured within the property<br \/>\nand some of the new homes are proposed over plume areas.<o:p><\/o:p><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\"><br \/><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\">Although the<br \/>\nState Department of Toxic Substances Control said the pollution is adequately<br \/>\ncharacterized and will degrade given enough time, this contradicts facts on the<br \/>\nground.&nbsp; The most recent monitoring shows<br \/>\npollution entering Felicita Creek at the highest levels to date, contamination<br \/>\nhas spread to new wells, and wells on the Oak Creek site were prevented from<br \/>\nbeing tested. &nbsp;Having lived with this for<br \/>\n20 years already, we question whether the agency charged with protecting human<br \/>\nhealth from toxic effects is doing enough.<\/span> <span style=\"font-size: 12.0pt; line-height: 107%;\"><o:p><\/o:p><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\"><br \/><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\">Oak Creek is<br \/>\nalso heavily reliant on constructed storm water features to address increases<br \/>\nin runoff.&nbsp; The City assures us we can<br \/>\ntrust that compliance with the storm water permit will ensure no downstream<br \/>\nerosion.&nbsp; However, last week the Regional<br \/>\nWater Board filed an official Notice of Violation against the city of Escondido<br \/>\nfor many failures to enforce the storm water rules.&nbsp; We no longer trust that we can rely on City<br \/>\noversight.<o:p><\/o:p><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\"><br \/><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\">Our community<br \/>\ngroup, Escondido Neighbors United, is calling for action. &nbsp;&nbsp;<o:p><\/o:p><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\"><br \/><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\">We call on<br \/>\nthe City of Escondido to deny Oak Creek, require a less dense alternative, get<br \/>\nserious about enforcing storm water rules, and require remediation of pollution<br \/>\nbefore annexation.<o:p><\/o:p><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\"><br \/><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\">We call on<br \/>\nDepartment of Toxic Substances Control to require testing of all wells,<br \/>\ntreatment systems for contaminated irrigation wells, and precautionary measures<br \/>\nto reduce risks.&nbsp; <o:p><\/o:p><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt; line-height: 107%;\"><br \/><\/span><\/div>\n<div style=\"font-size: 13px;\">\n<span style=\"font-size: 12.0pt;
