{"id":183,"date":"2015-02-27T00:35:00","date_gmt":"2015-02-27T00:35:00","guid":{"rendered":"https:\/\/esconeighbors.wpenginepowered.com\/?p=183"},"modified":"2015-02-27T00:35:00","modified_gmt":"2015-02-27T00:35:00","slug":"environmental-health-coalition-weighs-in-on-recent-chatham-reports","status":"publish","type":"post","link":"https:\/\/escondidoneighbors.org\/?p=183","title":{"rendered":"Environmental Health Coalition Weighs in on Recent Chatham Reports"},"content":{"rendered":"<p>Environmental health experts at&nbsp;Environmental Health Coalition filed this comment letter today on the most recent monitoring reports on the Chatham contamination.&nbsp;<a href=\"https:\/\/docs.google.com\/file\/d\/0B6kjEpyeqigfeTJzN3IxNmw0VFU\/edit\" target=\"_blank\" rel=\"noopener\">EHC Chatham Comment Letter Feb 26 2015<\/a>.<br \/>\nThere is important information about 1,4-Dioxane and it speaks eloquently to several issues we are facing locally. &nbsp;We are very grateful to EHC to their enduring commitment to community health.<\/p>\n<p>Here are some excerpts<\/p>\n<p><u>Regarding whether Natural Attenuation is occurring:<\/u><\/p>\n<div>\n<span style=\"font-size: 10.0pt;\"><i>&#8220;The latest monitoring<br \/>\nresults do not provide evidence that natural attenuation is occurring. &nbsp;Increased levels of TCE occur at sampling<br \/>\nsites up and down Felicita Creek, including both the northern and southern<br \/>\nportions. Not only are the levels not diminishing, this pattern of &nbsp;monitoring results does not support the Hargis<br \/>\ncontention that levels in the more northerly part of the creek will diminish<br \/>\nfirst, followed by levels in the down gradient portions of the creek and plume.<br \/>\nIn fact, these results show neither a short term nor a long term pattern of<br \/>\nattenuation in TCE levels. Levels in FC-4, one of the wells in the northern<br \/>\npart of Felicita Park, show an increasing trend over the 20-year period from<br \/>\n1994 through mid-2014, as charted in Figure 7 of the Hargis Technical<br \/>\nMemorandum of January 16, 2015. <o:p><\/o:p><\/i><\/span><\/div>\n<div>\n<\/div>\n<div>\n<span style=\"font-size: 10.0pt;\"><i>Another well in the<br \/>\nnorthern area of the Park, FC11\/11A, shows an increase since the previous round<br \/>\nof monitoring in April 2014. Levels of TCE in MW-58 appear to be exactly the<br \/>\nsame in the most recent results as they were 15 years ago, in 2000, also shown<br \/>\nin Figure 7.&#8221;<o:p><\/o:p><\/i><\/span><\/div>\n<div>\n<\/div>\n<div>\n<u>Regarding the length of time of the natural attenuation:<\/u><\/div>\n<div>\n<\/div>\n<p><\/p>\n<div>\n<span style=\"font-size: 10.0pt;\"><i>&#8220;Not only do these results<br \/>\nfail to support the PRP consultant\u2019s theory, the PRP group fails to provide any<br \/>\nestimates of how long they expect this natural attenuation process to take. How<br \/>\nlong are they expecting Felicita Creek and groundwater to remain contaminated?<br \/>\nHow many more years are they asking Escondido families to be patient while<br \/>\nupwelling of contaminants continues into their neighborhood park and their<br \/>\ngroundwater wells? A generation of children has grown up since the Chatham<br \/>\nplume began its migration, and we\u2019re still being told that attenuation will<br \/>\neventually occur. It is past time for DTSC to demand that the PRPs take additional<br \/>\naction to remediate the plume, as well as to treat all wells that have<br \/>\nmeasurable levels of chlorinated hydrocarbons or 1,4-dioxane.&#8221;<\/i><o:p><\/o:p><\/span><\/div>\n<p>\n<u>Regarding what the MCL does and doesn&#8217;t mean and a preference for the PHGs:<\/u><\/p>\n<div>\n<span style=\"font-size: 10.0pt;\"><i>&#8220;Finally, we urge DTSC to<br \/>\nbear in mind that MCLs are only as health protective as is technologically and<br \/>\neconomically feasible. They are not truly health protective standards, and it is<br \/>\ninaccurate to state or imply that water meeting MCL levels is \u201csafe.\u201d In the<br \/>\ncase of TCE, which has both an MCL and a Public Health Goal (PHG), we urge you<br \/>\nto use the PHG as the basis for decisions to post signs along the creek, and as<br \/>\na cleanup level for creek and well water.&#8221;<\/i><o:p><\/o:p><\/span><\/div>\n<p>\n<u>Regarding health information on 1,4-Dioxane<\/u><\/p>\n<div>\n<span style=\"font-size: 10.0pt;\"><br \/><\/span><\/div>\n<div>\n<span style=\"font-size: 10.0pt;\">&#8220;Levels of other<br \/>\ncontaminants are also of continuing concern. 1, 4-Dioxane levels are high in several<br \/>\nwells, including an all-time high of 100 \u03bcg\/l in FC-04, a level 33 times the<br \/>\nOEHHA public health notification level of 3 \u03bcg\/l. This is of particular concern<br \/>\nin a location where children may be exposed. 1,4-Dioxane has been listed on<br \/>\nCalifornia\u2019s Prop. 65 list as a carcinogen since 1988. &nbsp;Most of the human<br \/>\ntoxicology of the substance derives from worker exposure; effects of low dose<br \/>\nexposure to children are not known. Nor has OEHHA developed a child-specific<br \/>\nreference dose for this compound. 1,4-Dioxane exposure can occur through dermal<br \/>\nexposure as well as inhalation and ingestion &#8212; all plausible routes of<br \/>\nexposure for children playing in or near the creek.
