\nBACKGROUND<\/b><\/span><\/div>\n
\nThe
\nChatham Barrel Yard, located at 2257 Bernardo Avenue in southwest Escondido, is
\nthe <\/span>largest
\nsite in the region contaminated with toxic chlorinated hydrocarbon pollution.<\/span>  Pollution at Chatham was d<\/span>iscovered in the 1980s and it was
\ndeemed so highly contaminated that it was designated a \u2018State Superfund\u2019
\nsite.  Over 11,000 tons of highly toxic soil was removed from the
\nsite and a groundwater treatment system was put into operation at the site.  <\/o:p><\/span><\/div>\n
\n<\/div>\n
\nHowever,
\nduring the past several decades, plumes of contamination from the site have
\nmigrated in groundwater over a mile from the site (see map.) Volatile organic compounds
\n(VOCs) from the site have contaminated local water wells and groundwater.  <\/o:p><\/span><\/div>\n
\n<\/div>\n
\nThe plumes
\nare also discharging pollution into Felicita Creek at levels that violate water
\nquality plans.  The contaminated plumes
\nare now under most of Felicita Park, existing homes, and farmland   In addition, the plumes are migrating to the south in the direction of Lake
\nHodges, a drinking water storage area. <\/o:p><\/i><\/span><\/div>\n
\n<\/div>\n
\nThis is a
\ntragic situation that has not been resolved in almost 20 years of remedial
\naction.  In spite of the significant off-yard
\ncontamination problems, <\/span>no
\nactive <\/span>cleanup of
\nthe plume has occurred.   Local resident Ryan Salazar stated, \u201cWe have waited long enough and I would like
\nto see the Department of Toxic Substances require more action.  It is time to do more, before it gets worse.\u201d<\/i>    Residents will be calling for a new strategy
\nfor cleanup.<\/span><\/o:p><\/span><\/div>\n
