<b>We do not believe that we should wait to notify<br \/>\nor take action until TCE in surface water reaches 1,700 ug\/l<\/b> when the MCL<br \/>\nis 5 ug\/l.&nbsp; It is interesting to compare<br \/>\nthe effluent limits in the Waste Discharge Requirements for groundwater<br \/>\ndischarges to surface waters for human health which are 2.7-5.4 ug\/l for<br \/>\nmunicipal beneficial use and 81-160 ug\/l for Non-MUN<a href=\"file:\/\/\/C:\/Users\/Dog%20Park\/Documents\/2014%20Esc%20Neigh%20United\/WebSite\/ENU_Response_to_PRP_July_11_Monitoring_submittal.htm#_ftn4\" name=\"_ftnref4\" title=\"\"><span><!--[if !supportFootnotes]--><span><span style=\"font-size: 12pt;\">[4]<\/span><\/span><!--[endif]--><\/span><\/a>.&nbsp;&nbsp; In addition, vinyl chloride is one of the<br \/>\ncontaminants found in the surface water yet no threshold has been set for it.&nbsp; Last, we are incredulous that the <b>SWRBTL for 1,4,-Dioxane is<br \/>\n8,900-340,000ug\/l.<\/b><a href=\"file:\/\/\/C:\/Users\/Dog%20Park\/Documents\/2014%20Esc%20Neigh%20United\/WebSite\/ENU_Response_to_PRP_July_11_Monitoring_submittal.htm#_ftn5\" name=\"_ftnref5\" title=\"\"><span><!--[if !supportFootnotes]--><span><span style=\"font-size: 12pt;\">[5]<\/span><\/span><!--[endif]--><\/span><\/a><br \/>\n&nbsp;yet the OEHHA Public Health Protection<br \/>\nLevel is 3.0 ug\/l and the state Source Removal level is 35 ug\/l.<a href=\"file:\/\/\/C:\/Users\/Dog%20Park\/Documents\/2014%20Esc%20Neigh%20United\/WebSite\/ENU_Response_to_PRP_July_11_Monitoring_submittal.htm#_ftn6\" name=\"_ftnref6\" title=\"\"><span><!--[if !supportFootnotes]--><span><span style=\"font-size: 12pt;\">[6]<\/span><\/span><!--[endif]--><\/span><\/a>&nbsp;
