Over
\n40 local community, climate, labor, environmental justice, and conservation
\norganizations sent a letter today to the Escondido City Council<\/a> recommending milestones to be achieved prior to the
\ncity moving forward with any consideration of Harvest Hills.<\/span><\/u1:p><\/o:p><\/span><\/p>\n

\u200b<\/span>The
\nletter outlines significant policy conflicts between the proposed project,
\nSan Diego County, and Local Area Formation Commission (LAFCO) policies, fire
\ndisaster prevention, and formalized and proposed habitat plans. <\/o:p><\/span><\/p>\n

Harvest Hills proposes to radically expand the wildland\/urban
\ninterface and, if constructed, would threaten local and on-site residents and
\nthe world-famous Safari Park in the event of fire.<\/span><\/o:p><\/span><\/p>\n

In
\nthe three years since the DEIR comment period was closed, several important
\nactions have not been taken and new policies and more visible realities have
\nworsened the prospects of this project. <\/span><\/o:p><\/span><\/p>\n

Locating
\nsprawl development in a Very High Fire Severity Zone is increasingly being
\nopposed by<\/span>\u200b<\/span> our
\norganizations,<\/span>\u200b<\/span> local
\nresidents, and the California Attorney General. <\/span><\/o:p><\/span><\/p>\n

The organizations urge the City to require the following actions prior<\/i><\/b> to
\nadvancing the CEQA review and rendering a decision on the project at the City:<\/span><\/o:p><\/span><\/p>\n

1.<\/span>      <\/span><\/span>The Annexation
\nAgreement needed to proceed with LAFCO Sphere of Influence and annexation
\ndecisions is fully executed;<\/u1:p><\/span><\/o:p><\/span><\/p>\n

2.<\/span>      <\/span><\/span>A favorable
\nposition for the project has been adopted by the County of San Diego
\ndemonstrating that incompatibilities are resolved;<\/u1:p><\/span><\/o:p><\/span><\/p>\n

3.<\/span>      <\/span><\/span>A full and
\ndetailed economic impact analysis is completed which makes transparent to
\nexisting residents and taxpayers the unfunded costs of this project, including
\nan analysis of fiscal impact of a partially completed project; and,<\/span><\/o:p><\/span><\/p>\n

4. The new City Manager is installed at the Cit<\/span>\u200b<\/span>y. <\/span><\/o:p><\/span><\/p>\n
